Research activities and methodology

PHSSR works with academics in more than 20 countries (see researcher list below) to study health systems within these jurisdictions.

Framework


Research conducted on behalf of PHSSR is grounded in robust methodology, using a framework developed by the London School of Economics (LSE) and shaped by practitioners and policymakers working in these countries. The LSE framework consists of seven core domains:

Health system 
governance

The wide range of steering and rulemaking related functions carried out by governments and decision makers as they seek to achieve jurisdictional health policy objectives.

Health system
financing 

How health systems generate, pool and allocate financial resources and pay for health services.                                                                       

Health system 
workforce

How health systems plan for, train, recruit, reward, and deploy their workforces, and shape the conditions in which health professionals work.
 

Medicines and 
technology 

How health systems make use of medicines and technologies in the delivery of health services.

                                                 

Health service delivery

How health services are organised and delivered, including ambulatory and hospital care, and public health.

  

Population health

How health systems address the Social Determinants of Health and meet the levels of their populations’ needs and demands.


Environmental sustainability

How health systems prevent and minimise their carbon footprint and the devastating impacts of climate change. Learn more.


In each country, reports are developed and validated with input from a cross-sectoral group of expert stakeholders.

This established LSE framework provides a basis for further qualitative research into health systems’ sustainability and resilience. In the future, the PHSSR has an ambition to develop more methodologically sophisticated approaches over time, including quantitative metrics, aggregated into an index, which will enable the measurement and comparison of aspects of sustainability and resilience across settings. The LSE will make the framework and index available to all relevant parties that want to use it to either periodically conduct jurisdictional assessments and/or want to use it as a base to strengthen and improve their health systems to adapt and transform their resiliency and sustainability.
